1) Would an acceptable strategy be to just watch the table from the start of a shoe and join when the count is a certain number? Just so the casino doesn't get suspicious of someone betting minimum and all of a sudden betting triple or more?

Also, if it's a small scale casino that allows people 18-21 to play, how fast should I aim to count through a deck?

Yes, that is a very good strategy. It is often called Backcounting or Wonging.

You should be able to get through a deck in less than 30 seconds, although most people are closer to 20.

Just don't play for long periods of time. On your first trip, just try playing for an hour, and see if you can keep up.
