The player who donated that info to Wong may have had a losing experience on that particular trip in the area, and is trying to convice himself he is being cheated and thus the reason for the lose. Indian casinos are less regulated, so you are relying on the goodwill and reputation of the casino. In the early 1960's Vegas had plenty of cheating. I recall some prize drawings being rigged at the Venetian (in favor of high rollers with big losses). But think about where you have most recourse: A Vegas chain, a small rural Nevada casino, a small Caribbean island casino, an Indian casino, and an underground house game.
Offhand, a false riffle doesn't seem like a good tool to cheat players.
