Dealer Bust % manipulated?

Hi All.
Just returned from a frightful trip to Fxwds. Been there a few times and to the Sun. Seems things are a little different here than Vegas.

Just testing out some statistics last night, I noticed something was way off. Played many hands and counted the dealer busts versus good hands. They play 8 deck shoes and stay on soft 17. Penetration was good, overall, about 1.5 - 2 decks average. Light night, so mostly locals, and 90% good Basic strategy players.

So, at the first table, a sample of what I saw is below for Busts and Good hands from the dealer over several shoes:
1) 3 Bust ; 12 Good
2) 1 Bust; 16 Good
3) 5 Bust; 12 Good
4) 2 Bust; 17 Good
5) 4 Bust; 9 Good
etc.....

Overall, the Dealer Bust % was about 15%, which is about 1/2 what it should be with perfect Basic Strategy play (~30%).

So, my question is: why?

Is the casino cheating in some way?

I understand the swings from shoe to shoe, but overall after a few it should go back to the statistics. I played about 300+ shoes at home and saw average bust rates right on target, actually a bit higher at 35%.

So, any advice suggestions?

That's about 18.5%, which really isn't far off considering the tiny sample. See Modern Blackjack page 437.

Overall I tested 60 shoes to get the 15%...
