Actually, the denomiations of casinon chips are regulated by the casino control commission. At least they are in atlantic city.
Atlantic city does have $10 and $20. They are Pretty much only used in Poker games though. list of allowable denominations in atlantic city:

Each casino does not have the ability to add any denom chip they choose, the CCC has to add it first, such as the newly added 25 k chip.
I actually think the chop denoms they keep at table games are fine, not sure how they would fit $1; $2.50; $5; $10; $20; $25; $100; $500; $1,000; at the same table, its just too much.
The more denominations also the more difficult the game is to deal. If someone wants to bet $20 the bet is almost 95% of the time 4 red chips.
For those that don't know, $10 are blue and $20 are yellow. It would take much longer to deal/payout the game if seat 1 bet $15 dollars using 3 reds, seat 2 did it with a blue and 2 reds etc.. At most tables, people tend to be using the same denoms of chips making payouts easier.
Example, $10 table, most players are red chipping it, so after hand dealer grabs stack of reds and pays out fast, at higher limits they grab stack of green to payout etc....
lastly people have stack envy, players like having losts of chips in front of them, having 20 red looks nicer than 10 blue.... and also encourages people to wager more as it seems like more money then they really have.
Example, poker games with the most action are usually games that use a 4 chip 8 chip structure, meaning the first few bets are 4 chips and 2nd few are 8 chips, as in a 20/40 game played with reds. However a game such as 5/10 that uses a 1 chip 2 chip structure has far less action as there are less chips in the pot. It may seem like BS but its true, go watch a 20/40 game and a 5/10 and tell me which table seems to have more action.
I would imagine that if you did an experiment, gave 1 table of BJ all reds and one table all blue $10 chips, make them both $10 min bet tables that the table with the red chips would have people betting more aggresively.
