I know OH isn't "East Coast", but you're getting 3 (I believe) there very soon as well. The face of US gambling has certainly changed over the last decade, much to the chagrin of AC.

As others have said, You are getting way ahead of yourself stating 13 in Pa. There are currently 9. Sugarhouse in Philly. It is due to open in September. I walked by there yesterday and it seems nearly completed from the outside, so ok, you can count that. Thats 10. The other 3 sites have yet to be determined or licensed. There are currently 5 applicants vying for the remaining 3 licenses. Vally Forge Convention Center (king of prussia) received one of the 3 licenses late last year but that is now on hold until the appeal filed by Park casino has been heard. So of the remaining 3 nothing is set. Actually the newest applicant mason-dixon resorts, who has proposed building a casino resort, south of gettysburg, 2 miles from the Pa/maryland border appears to be the strongest applicant at the moment.
