European No hole care Early vs. late surrender

I'm confussed, in europe with no hole card isn't every surrender early? Why is the basic strategy table on this site different for early vs late surrender when the Europe no hole card option is selected?

Other question - how common is late surrender in Vegas?

ENHC Late surrender works as follows (in Australia anyway)...

After the initial deal, players are given the option to surrender, if someone elects to surrender, a marker is placed on top of their bet. On completion of the hand, half of their bet is removed and half is returned to the player, unless the dealer has a natural, in which case the whole bet is lost.
