ive looked all around different sites, and many of them have simplified or different versions of the hi-lo indices, and i was wondering, what are all the indices for 0 thru +3..
For hi-lo read Professional Blackjack by Stanford Wong. But all you will ever need are just the illustrious 18 or catch22 (Blackjack Attack by Don Schlesinger).

also, some charts say "when your at this number" and some say "when your over this number".. i am referring to when you are OVER the number, meaning an index play such as 16 vs 10 of 0 would mean stand at anything OVER zero (not at)..
Yes, there are differences in the kind in which you can calculate your True Count. You can truncate, round or floor your TC. The method you apply must suit with the method the indix numbers were developed.

also, if i only play when the running count is positive, i guess that means i should always stand on 16 vs 10?
Thats right.

There won't be much of a difference for different number of decks unless the rules are different (H17/S17, DAS/nDAS, Surrender/no Surrender). Most people just learn one set of indices for a particular game and use them for any game they play.
