is this ASM broken?

My apologies if this thread belongs in cardcounting instead, but wanted to share with you all, IMO of course, a sequence of events at this one particular casino I frequent for the past 3 trips there. First of all, even before all of these events happened, the ASM was not shuffling the cards upon the dealers discovery and this necesitated the requirement for the dealer to hand shuffle the cards only on one hand. I witnessed three cards that were torn up and destroyed inside this ASM. The dealer had to replace three cards from another deck, the PB came over to repair the ASM while we played. Keep in mind that this table is 6D, 65-70% pen. Some strange things occurred during a -27RC with 3D left, the entire table of 7 players were dealt all face cards except myself as I had a 15, I hit and got a 4 which turned out to push against the dealers 19. I just about fell over while this hand was being dealt. As the cut card came, the count still remained at -27RC. Talk about a negative shoe! Thankfully, because of all of you guys who discuss and post the I18 index numbers, I escaped with a +1 unit profit for that shoe.
At anyrate, subsequent shoes after going thru 2D, end at the same RC as the RC thru 2D. Two nights ago, the RC shot way up to +24 with 3.5D to go, but again, the RC ended +17 at the cutcard. Came way out ahead on that shoe but this still has me scratching my head as it seems to me that CC isn't going to workout as well as I had thought due to the fact that the faces are all behind the cutcard and also vice versa during negative shoes. Seems as though the ASM isn't shuffling the cards at the ends of the shoe, while doing a decent job in the middle 3-4 decks. BTW, during a -21RC shoe two nights ago, I only lost one hand! Unbelievable but it happened. Every other hand was either a 20 or a natural 21. Never happened before while the rest of the 6 players were constantly dealt stiffs.
