Chumash Stomper

Chumash has adopted the Lucky Ladies bet which I believe pays 4 to 1 if a 20 comes up.
With a simple insurance count, when would this become positive?
An insurance count has tens as -2 and non-tens as +1.
I am two stoopid to figure out how to calculate this. I tried setting up the following but it didn't seem right:
96/x * 95/x-1 = 1/4
I get an answer for x of like 189 which means you have to see over 100 non tens before you see one ten to make it an even bet. Seems too high to me, even for a shady casino like the mosh.
