How many chips worth can you get when you sit down at a $25-2000 table? Will they limit you to $10,000 or can you start off with more?

Is it true you can have a basic strategy card with you as you play--i.e., at the table?

If you go to a table in AC in off hours--say 6:00 AM on a weekday--how likely do you think it would be that you could get a table to yourself?

You can buy in for as much as you want, as long as you have enough cash or credit and the casino can (wants) to cover the chips. If you try to buy more than $10k in a 24-hour period then you will have to fill out some paperwork though.

Sure, the casinos love to see people who don’t know how to play very well.

Depends where you play. Some places it's easy, others not, as they have very few tables open at that hour. Another thing to consider if you want to play heads up is you need a no midshoe entry table, so it stays heads up. In my experience, empty tables tend to stay empty, but as soon as someone sits down, other players come too.
