how is 2 for 1 not the same as 2 to1?
The same way 3 is not the same as 4.

When you play a BJ machine,it takes your money before the play.If you win,it returns your money(1) and pays you(1). If you had $10,and bet $5,your meter would drop to $5 before the bet and go to $15 after a win.
This is 2 for 1.

On table games, you don't deposit your bet first. On machines you do.Table games usually pay somethingTOone, slots pay somethingFOR one.
If a machine pays 1FOR1,it means you simply get your money back on a win.On a table, thats a push

2FOR1 returns your money and pays an additional one unit.
2TO1 pays you two units plus you still have your original unit.
On a $10 bet, 2FOR1 pays you a total of $20 after taking your $10,so the net is $10.
2TO1 would pay you $20 and you'd still have your $10 on the table, for a net win of $20.

This completely fooled me about two years ago,and I spent many hours playing BJ machines in the Imperial Palace, thinking I'd found a hidden gem of a game.
Returned and started a post here about the great game I'd found, until Ken Smith straightened me out.
