Player edge at commision free pai-gow poker?

I was playing at the Siena and they have commision free pai-gow poker including when you are banker! With no catch! Playing against the house you have to bet the same amount if betting less than $50 the hand before or if you are betting $50 the hand before you can bet $55 against the house. Plus you have to bet enough money to cover everybody elses bets at the table. So your banker bets are usually a lot bigger. The house gets to bank the first hand than the player can bank. Each player gets the option to bank but most players decline. If everybody declines than the same player could bank about 50% of the hands. But realistically an indivual would probably only get to bank 25% of the time if he was lucky.

The Siena ran this promo last year for about 2 months.With this promo, however there was a "catch". You have to play "the cookie" bet, i.e. the envy @ $5 (with a 20%+ H.A.). This was the brainchild of my main boss lady Didi. It was profitable for the house in the end and was very well received by the locals. I'm surprised they took so long to bring it back and moreover, very surprised they brought it back without the cookie requirement. Are you sure that it's not the same as before?
