Info I have read about a dealer's 2:

A 2 will bust 35% & make a hand of 19 or better 37%.

A 2 will win $6 for every $5 lost.

A 2 has positive odds of 55% to 45%.

Other than maybe specifying specific rules like number of decks, S17 or H17, etc I don't see what's so unclear about your question as a "general" question.

As to #1, I think so. Or close enough.

As to #2, I do have the feeling, if one could play a lifetime vs nothing but dealer 2 upcards, one would either have a much reduced HA or, maybe, in some games, even a Player Adv, depending on rules. Another way of saying, I really don't have a definitive answer for you.

As to #3, I think I really have no idea but a 10% increase adv doesn't seem out of the ball park to me? I don't know - maybe someone else can reply as to the effect of playing a lifetime vs dealer 2's and specify a set of rules specific enough so the above 2 posters, and others, can reply more intelligently.

In general, seeing a dealer 2 upcard is no reason to weep. It's a goodish thing compared to other awful things lol.

To answer your general question even more directly, I have no freakin' clue as to the math behind it. Like you, perhaps, I just interpret as best I can stuff I come across.
