The casinos should try double trays for the dealers.
One tray holds lost chips from all players, and is removed when full. The second tray dispenses buy in's and wins only. When a player colors up, his used chips are exchanged for clean ones, and the other "dirty chips" are placed in the "lost hand" tray. Now the player goes to another table, sits down and converts his chips for clean ones at the start of another session. The casino would place all dirty chips into cleaning machines (?) and they become cleaned and ready for use. The cages would also place their cash-in chips into separate bins and be treated for cleaning once again. OR
As for dealer protection, N-95 masks and surgical gloves would be used. Since a dealer would touch dirty and clean chips both, the casino would have to have two dealers per table; one dealer to handle only dirty chips, and another to handle only clean chips.
The casino should create digital touch consoles for players to operate at the tables. It would be cleaned between players. OR
Each want-to-be player enters a two week quarantine before siting at a table. OR
Each player is hooked up to O2 and is instructed in PPE use.
As for cards... Oh jeez, my head is beginning to hurt. Nevermind.
