I am sure you pay all your taxes and are of good moral character. But the point I am trying to establish is that table games players (BJ) will not pay taxes on their own without a W2 issued. If you have paid taxes how did you handle your state tax. Either you pay the taxes you owe,or you don't.The lack of a W2 doesn't affect your tax obligation in the least.
