So i was observing signage on table games to check rules and noticed some casinos state on the sign that "Partnerships cannot exceed table maximum" Does this suggest that if your using a team, your breaking rule and thus cheating? I dont play on a team but i thought it was interesting that they actually wrote that on the sign.

signs do not make things laws

Just because a casino posts a sign has nothing to do with legality. Every single casino just as well might post a sign that says no cardcounting, no advantage play and some might as well say "Winning is Illegal!".

The result is you ran against their rules (not laws) so they ask you to leave for counting or winning or whatever.

Of course the sign mentioned in this case is simply to re-enforce their table limit and prevent a joint effort from going above it. This is a simple thing. Someone high up in the casino food chain determines how much risk the casino is willing to take on a single hand of blackjack. They already have figured in that there could be splits, doubles and actually up to 8X that amount put on the table with DAS and split up to 4.
The sign is to prevent more than that table max being put in one circle.
