I think I'm happy enough with it to start taking some flak for it
You need the Microsoft .NET Framework v3.5 in order to run it, which you can get from Microsoft's website if you don't already have it.
I've uploaded the program to (Dead link: http://userpages.umbc.edu/~woorich1/Ultimate21.exe) _my UMBC webspace_.
To run it, you should be able to simply double-click it. If you change any options, it will produce a file called "defaultOptions.xml" in the same folder as the program, and it will use that file to remember your options for the next time you run it. (Deleting defaultOptions.xml while the program is not running will reset the options for the next run of the program.)
For now the program is just aimed at learning basic strategy. There's every relevant rules variation I could think of (except ENHC, which I'll add if people feel it's necessary), plus a bunch of suggestions from this forum. There's lots of options geared towards BS coaching. Eventually I'll be adding options geared towards players interested in learning to count as well.
NOTE: This is not meant to compete with CVBJ. I will never compete with CVBJ. If you are a serious player then you already have CVBJ. If you are wondering whether playing blackjack in a casino is for you, and want something nice and free to learn about the game while you figure it out, then try my program. Once you start wanting to make money... Buy CVBJ.
Please give it a try and let me know what you think
