VP - Slots

I was told here and I have no reason to doubt it that VP cannot be set to pay off more or less. I was in Vegas last week and I ran into George, an old friend who puts at least $50,000 a year into a VP slot at a bar off the strip. Now George claims the house does have the ability to change the percentage payout. I told him it was my understanding that the house cannot change the percentage on VP, because it is based entirely on a random number generator inhow it deals the cards. He then cites how much he plays and how little he wins. I mean, he puts in $50,000 and has only a few thousand to show for it each year. Are there any insights on this other than he is just very unlucky? Are there shenanigans going on in small joints with VP machines? Any experienced players out there? My own experience has been that I have only had one RSF (4,000 units) in the past year, and three "4-deuces" on a deuces wild machine (pays 1000 units). Too bad I didn't put 5 coins in when I hit the RSF. It was a match play courtesy of the Borgata that I played off in a $5 machine, $5 at a time. lol Dummy---I should have played it $5 at a time in a $1 machine.

So tell me again--they can't play with the percentage payout on VP machines--no way, no how! Or can they? Is it cheating if they do?

It is indeed cheating if they do, at least in most casino jurisdictions. Nevada and Mississippi definitely have language in the gaming regs that say that if it looks like a card game, it has to act like a card game. No funny stuff allowed.
