I have never noticed a shill at a table, but I'm not playing in HR rooms.Isn't it the law in Nevada that shills and house players must id themselves if you ask?

Yes, and there is no such thing at a blackjack table. I've seen it done at poker tables though; they'll put an employee in there to keep a game going. The shill plays with what is called a shill stack; he is given some chips and posts blinds but he must fold on the first bet or raise. This is kind of a good thing for players because his blinds are covering the rake. He's not supposed to ever win a hand but I guess he could if he was big blind and there was no action throughout the game. I don't know what they do then.
