Doubling on 11 vs. Ace

The dealer bust percentage with an Ace up is higher in the H17 game. That's probably the cause of the difference. Of course, the real answer is just that the calculations say so! There's not always a nice intuitive explanation for the subtleties of basic strategy.
 
Odds are not exactly even with 11 vs A. Odds are slightly better when hitting vs doubling because you are limited to one card when you double. I have seen one analysis where you are about 3.5% better off hitting than doubling.
