I don't play ENHC,but I think the only plays it affects are ones that require you to put extra money at risk. As you are neither splitting or doubling your 16,the fact that the dealer doesn't take the card until later seems meaningless.As the dealer is very likely to make a hand with a first card Ace,I'd certainly hit it.
But this is an opinion,not a fact.

Extrapolating this info from a table of dealer's probabilities when she has an Ace up, combined with the player's probabilities of making various hands when hitting 16 -- I get an EV of -77% for standing and -66% for hitting. So I'm sure you should still hit it (these figures must be slightly inaccurate since a general dealer's probabilities chart for an Ace up doesn't take into account that a player's 10 and a 6 are missing from the six deck shoe).

Incidentally, Wong's Hi/Lo index number for 16 vs. A is +8 TC for both standard blackjack and ENHC lose all.
