I don't think that they even bother to rate anyone with an average bet under $25.
Harrah's Total Rewards comp system is aimed primarily at slot players. It is difficult to earn much at table games unless you are betting black or above.

So to sum it all up it all depends on marketing and we all know Harrahs have a huge marketing department. Just about everyone gets something.
